Brazilian foreign trade secretariat of the ministry of development, industry and foreign trade has issued an affirmative preliminary antidumping determination on imports of hot rolled stainless steel flat products from China, India and Indonesia, concluding that dumped imports caused injury to the domestic industry.
The investigation was launched on June 30, 2025, following a petition filed by domestic hot rolled stainless flat producer Aperam Inox América do Sul S.A.
Although the calculated dumping margins are at 50.1 percent for China, 17.9 percent for India and 25.3 percent for Indonesia, Brazilian authorities decided not to impose provisional antidumping duties at this stage of the investigation. The decision is attributed to the complexity of the case, involving three investigated origins and a substantial volume of submitted information. The final determination by Brazil’s Department of Commercial Defense is scheduled for November 25, 2026.
The products currently fall under the codes 7219.11.00, 7219.12.00, 7219.13.00, 7219.14.00, 7219.21.00, 7219.22.00, 7219.23.00, 7219.24.00, 7220.11.00, 7220.12.20, and 7220.12.90.
