The US International Trade Commission (ITC) made its final injury determination Friday in the antidumping (AD) and countervailing duty (CVD) investigations of seamless carbon and alloy steel standard, line, and pressure pipe from China.
The ITC made an affirmative injury determination, which means that the US Department of Commerce (DOC) will issue formal AD and CVD orders.
The ITC's decision was based on threat of material injury, and not present material injury. Because the ITC's final determination is a threat determination, critical circumstances do not apply.
