The US Department of Commerce (DOC) announced Tuesday its affirmative final determination in the antidumping duty (AD) investigation of imports of certain steel nails from the United Arab Emirates.
Mandatory respondents Dubai Wire FZE and Precision Fasteners LLC received dumping rates of 6.29 percent and 2.80 percent, respectively. Mandatory respondent Tech Fast International Ltd. received a final dumping rate of 184.41 percent, which is based on adverse facts available because it did not respond to the AD questionnaire. All other UAE producers/exporters of steel nails received a dumping rate of 4.55 percent.
The petitioner for this investigation is Missouri-based Mid-Continent Nail Corporation.
Steel nails subject to this investigation are currently classified under the Harmonized Tariff Schedule of the United States (HTSUS) subheadings 7317.00.55, 7317.00.65 and 7317.00.75.
From 2009 to 2011, imports of steel nails from UAE increased 72 percent by volume. In 2011, imports of certain steel nails were valued at an estimated $120.4 million, according to the International Trade Administration.
The US International Trade Commission (ITC) is currently scheduled to issue its final injury determination on or before May 3, 2012. If the ITC makes an affirmative final determination that imports of steel nails from UAE materially injure, or threaten material injury to, the domestic industry, the DOC will issue an AD order. If the ITC makes a negative injury determination, this investigation will be terminated.
