On November 1, 2005, the US Department of Commerce (DOC) initiated sunset reviews of the countervailing duty orders on cut-to-length (CTL) carbon steel plate from Sweden and the United Kingdom. On the basis of the notices of intent to participate and an adequate substantive response filed on behalf of domestic interested parties and adequate responses from respondent interested parties, the DOC determined to conduct full sunset reviews of these orders. As a result of these sunset reviews, the DOC found that revocation of these CVD orders would likely lead to continuation or recurrence of countervailable subsidies at the levels indicated below:
