US DOC recalculates AD duties on European steel products

The US Department of Commerce (DOC) has recalculated the dumping margins for a number of steel products imported from the European Union (EU). The move is in line with the rulings of the World Trade Organization (WTO) regarding the DOC's application of "zeroing" methodology, which resulted in inflated dumping margins.

The DOC's final recalculated margins are as follows:

Hot-rolled carbon steel from the Netherlands: The margin for Corus Staal BV, which was originally determined as 2.59 percent, has been recalculated as zero. Accordingly, this antidumping order will be revoked.

Stainless steel bar from France: The margin for Ugine-Savoie Imphy S.A, which was originally determined as 3.90 percent, has been recalculated as zero. Accordingly, this antidumping order will be revoked with regard to Ugine-Savoie Imphy S.A. However, the margin (71.83 percent) for Aubert and Duval S.A, another respondent in the original investigation, will not change.

Stainless steel bar from Germany: The margin for Walzwerke Einsal GmbH, which was originally determined as 4.17 percent, has been recalculated as de minimis. Accordingly, this antidumping order will be revoked with regard to Walzwerke Einsal. On the other hand, the original dumping margins set for other German respondents have been lowered as follows:

Stainless steel bar from Italy: The margins for Acciaierie Valbruna S.r.l,  Acciaieria Foroni S.p.A, and Rodacciai S.p.A. have been recalculated as zero (the original margins were 2.50 percent, 7.70 percent, and 3.83 percent, respectively. Accordingly, this antidumping order will be revoked with regard to these three companies. However, the original dumping margin (33.00 percent) for Cogne Acciai Speciali S.r.l., will not change.

Stainless steel bar from the United Kingdom: The margin for Corus Engineering Steel Ltd, which was originally determined as 4.48 percent, has been recalculated as zero. Accordingly, this antidumping order will be revoked with regard to Corus Engineering. The original dumping margins (125.77 percent each) for Firth Rixon Special Steels Ltd. and Crownbridge Stainless Steel Ltd./Valkia Ltd. will not change.

Stainless steel wire rod from Italy: The original margin of 12.73 percent, set for Cogne Acciai Speciali S.r.l has been recalculated as 11.25 percent.

Stainless steel wire rod from Spain: The margin for Roldan S.A, which was originally determined as 4.76 percent, has been recalculated as 2.71 percent. 

Stainless steel wire rod from Sweden: The margin for Fagersta Stainless AB, which was originally determined as 5.71 percent, has been recalculated as zero. Accordingly, this antidumping order will be revoked.

Stainless steel plate in coils from Belgium: The margin for Ugine & ALZ Belgium, which was originally determined as 9.84 percent, has been recalculated as 8.54 percent.

Cut-to-length carbon-quality steel plate from Italy: The margin for Palini & Bertoli S.p.A., which was originally determined as 7.85 percent, has been recalculated as 7.64 percent.
