US DOC announces final AD/CVD rates against steel plate producers from eight countries

The US Department of Commerce (DOC) today announced its affirmative final determinations that steel producers in Austria, Belgium, France, Germany, Italy, Japan, Korea, and Taiwan are dumping imports of carbon and alloy steel plate in the United States.
 
Margins in the dumping investigations were, in certain instances, based on adverse findings against non-cooperative responding parties. The DOC also determined that critical circumstances exist in three investigations, allowing for collection of duties for a retroactive period of 90 days before the preliminary determination, spanning back to August 16, 2016.

Additionally, the DOC found that Korea is providing unfair subsidies to its producers of steel plate at a CVD rate of 4.31 percent for POSCO and “all others.”
 
The US International Trade Commission (ITC) is scheduled to make its final injury determinations on or about May 15.
 
The products subject to the investigations are currently classified in the Harmonized Tariff Schedule of the United States (HTSUS) under item numbers: 7208.40.3030, 7208.40.3060, 7208.51.0030, 7208.51.0045, 7208.51.0060, 7208.52.0000, 7211.13.0000, 7211.14.0030, 7211.14.0045, 7225.40.1110, 7225.40.1180, 7225.40.3005, 7225.40.3050, 7226.20.0000, and 7226.91.5000.
