Ukrainian commission to decide distribution of coking coal import quotas

Quotas on imports of coking coal to Ukraine are to be set from June 1, 2013, while the quotas will be distributed in line with recommendations of the interagency commission headed by Ukrainian deputy prime minister Yuriy Boiko.

According to government cabinet resolution No. 312, the commission will take data on the operations of importers over the past three years as their guideline, including volumes of imports of coking coal and consumption of Ukrainian coal, volumes of production and consumption of coke, and volumes of production of cast iron, including using the pulverized coal injection (PCI) method.

According to the resolution, Ukraine's Economic Development and Trade Ministry will publish information on its website on the procedure for the submission of applications by importers and the period for their registration. Then the application will be sent to the interagency commission, which is to consider them within seven working days after the completion of acceptation of the applications.

As previously reported, Ukraine's cabinet of ministers on March 13 this year introduced a quota of 10.2 million mt on imports of coal (coking coal, bituminous coal and other types of coal) for 2013. The cabinet also banned imports of coke this year.

The 10.2 million mt quota includes the volumes of coal required for pulverized coal injection units (2.5 million mt).

At present, the share of imported coal constitutes 37.5 percent of total coking coal consumed by Ukraine.

Ukrainian coking plants in 2012 cut production of metallurgical coke by 3.3 percent year on year to 18.928 million mt.
