Preliminary results of AD review on HR flat products from Japan

The US Department of Commerce (DOC) published preliminary results of an antidumping duty administrative review on certain hot-rolled carbon steel flat products from Japan. On July 31, 2005, the DOC initiated an antidumping duty administrative review on certain hot rolled carbon steel flat products imported from Japanese producers Kawasaki Steel Corporation (Kawasaki) and JFE Steel Corporation (JFE). The period of review was June 1, 2004, through May 31, 2005. The DOC preliminarily determined that adverse facts available should be applied to JFE and Kawasaki during the period of review for declining to participate, and for not cooperating with the DOC, in this administrative review. As a result of this review, the DOC preliminarily determined that the following weighted-average dumping margins exist for the period June 1, 2004, through May 31, 2005:
