While attending the 17th China International Symposium on Metal Recycling and Utilization and the 10th (Expanded) Meeting of the Seventh Council of the China Association of Metal Scrap Utilization in Hefei, Anhui Province, Luo Tiejun, vice president of the China Iron and Steel Association (CISA), stated that China’s scrap steel processing enterprises have seen a substantial improvement in their overall scale and equipment standards. A recycling system for scrap collection, processing, and utilization has taken initial shape, providing crucial support for steel production and green development.
Meanwhile, Mr. Luo urged related enterprises to actively respond to national policies and accelerate compliant business operations, which will help drive the industry to accelerate its path toward compliant development and will benefit scrap steel processing enterprises that have obtained access qualifications.
Over the past month, the CISA and the China Association of Metal Scrap Utilization (CAMSU) have conducted a further review of the invoice-related issues in the scrap sector through on-site enterprise visits and symposiums. They have clarified policy recommendations, including promoting invoicing by scrap-generating enterprises, improving the "reverse invoicing" mechanism, and increasing the VAT refund ratio. The recommendations target enhancing the circulation efficiency of scrap recycling systems.
Mr. Luo also suggested that scrap processing enterprises should sort and grade ferrous scrap through identification and screening, which will help steel enterprises improve the quality of scrap and achieve long-term development.
