Handan city issues output cut proposals for autumn-winter season

The municipal government of Handan in China’s Hebei Province has issued an official document proposing autumn-winter output cuts for key industries during the period from November 1 to March 31, though the document has been put up for public comments on the Handan government’s website, to be implemented after the details of the restrictions have been finalized.

During the period from November 1 to December 31 of the current year, Handan is proposing a 42 percent blast furnace output cut, while proposing a 51.2 percent blast furnace output cut during the period from January 1 to March 31, 2019. In the first phase, the operational pig iron output capacity will be 8.645 million mt, while in the second phase this amount will be 12.755 million mt. In the whole period of the output reductions, the cut in pig iron output will be around 10.0 million mt.

The city is dividing steel mills into three categories, A, B and C, depending on emissions intensity, with lower output cuts for compliant mills.
