Final results of AD review on reinforcing steel bars from Turkey

On May 27, 2004, the US Department of Commerce (DOC) initiated antidumping administrative review for imports of certain steel concrete reinforcing bar from Turkey, upon the request of domestic steel producers Gerdau AmeriSteel Corporation, Commercial Metals Company (SMI Steel Group) and Nucor Corporation, and the request of two of the respondents, Colakoglu and Icdas. The review, which is the sixth period of review, covered the period April 1, 2003, through March 31, 2004. The review covered four Turkish producers/exporters of the subject merchandise. The DOC preliminarily determined to rescind the review with respect to 18 companies because these companies had no shipments of the subject merchandise during the period of review. Moreover, the DOC preliminarily determined to rescind the antidumping duty order with respect to ICDAS Celik Enerji Tersane ve Ulasim Sanayi, A.S. (ICDAS). After evaluating the comments received, the DOC decided to make changes in the margin calculations. Therefore, the final results differ from the preliminary results. The final weighted-average dumping margins existing for the period April 1, 2003, through March 31, 2004, are as follows:

Sources report that Habas plans to appeal the decision. Moreover, the petitioners will appeal the decision regarding ICDAS since the duty order with respect to ICDAS has been rescinded.
