Currently, with the rapid development of China's national economy, the slow rate of investment in civil infrastructure facilities remains a headache for most cities in the country.
In this connection, Li Bingren, chief economist of China's Ministry of Housing and Urban-Rural Development, has said that China will speed up the construction of civil infrastructure facilities during its 12th five-year plan period (2011-2015). With the acceleration of urbanization, the imbalance between supply and demand in terms of infrastructure facilities has increased even further, e.g., water supply, gas and heat supply networks provided by municipalities cannot fully satisfy the demand arising from the growth of cities.
In order to solve the problems mentioned above, Mr. Li said an investment of RMB 1 trillion ($146 billion) is to expected to be spent on municipal infrastructure-related projects in 2010, reaching RMB 7 trillion ($1 trillion) during the 2011-2015 period.
