Canada starts normal value reviews on rebar imports from Turkey-based İçdaş and Çolakoğlu

The Canada Border Services Agency (CBSA) has announced that it has initiated normal value reviews to update the normal values and export prices applicable to certain concrete reinforcing bar (rebar) exported to Canada from Turkey by IÇDAŞ Celik Enerji Tersane ve Ulasim Sanayi A.S. (Içdaş) and Çolakoğlu Metalurji A.S. (Çolakoğlu).

The CBSA stated that the normal value review is part of the CBSA’s enforcement of the Canadian International Trade Tribunal’s (CITT) finding of a threat of injury issued on January 9, 2015, respecting the dumping of certain concrete reinforcing bar from China, South Korea, and Turkey and the subsidizing of certain concrete reinforcing bar originating in or exported from China.

According to the CBSA, normal values established during this review will be effective for the subject goods on or after the date of the conclusion of the normal value review. Normal values currently in place for the named exporter will expire on that date. The normal values and export prices determined as a result of this review may be applied retroactively where the conditions described below are met.

The products in question currently fall under Customs Tariff Statistics Position Numbers 7213.10.00.00, 7214.20.00.00, 7215.90.00.90 and 7227.90.00.90.

Meanwhile, the CBSA has also announced that it has started to implement a new normal value review process. Normal value reviews are conducted to ensure that normal values and export prices in place accurately reflect current market conditions. Procedures followed during a normal value review are similar to those of a re-investigation with the exception that each review is conducted with respect to a single exporter only.
