US DOC: Preliminary results of AD review on HR flat products from Romania

On December 22, 2005, the US Department of Commerce (DOC) initiated an antidumping duty administrative review on certain hot rolled carbon steel flat products imported from Romanian producer Mittal Steel Galati. The period of review is November 1, 2004, through October 31, 2005. The DOC has preliminarily determined that sales of the subject merchandise by Mittal Steel Galati have not been made below normal value. Accordingly, the weighted-average dumping margin existing for MS Galati during the period November 1, 2004, through October 31, 2005 is 0.00 percent. The dumping deposit rate for Mittal Steel Galati, which will remain in effect till the final results are published, is 1.59 percent.
