US DOC: Final results of AD review on CTL plate from Romania

On September 28, 2005, the US Department of Commerce (DOC) initiated an antidumping duty administrative review on certain cut-to-length carbon steel plate imported from Romania. The period of review is August 1, 2004, through July 31, 2005. In the preliminary results dated September 11, 2006, the DOC determined that Romanian producer Mittal Steel Galati (MS Galati) made sales to the US market at less than normal value during the period of review. On the other hand, the DOC found that Metalexportimport (MEI), the other Romanian company subject to the review, did not produce the subject merchandise. Therefore, the DOC decided to rescind the review with respect to MEI. In the preliminary results, a weighted-average dumping margin of 0.07 percent was set for MS Galati. Upon receiving no comment on the preliminary results, the DOC has not made any changes to its decision regarding MEI and has rescinded the review with respect to the subject producer. However, there has been a slight change in the margin calculation for MS Galati. Accordingly, the final weighted-average dumping margin existing for the period August 1, 2004, through July 31, 2005 is as follows:
