Ukraine asks EU to cancel AD investigation into silico-manganese

The Ukrainian Association of Ferroalloy Producers has issued a statement denying the existence of solid grounds for the allegations of the Comite de Liaison des Industries de Ferro-Alliages (Euroalliages) that material damage has been caused to the European Union (EU) ferroalloy industry by Ukrainian silico-manganese exports to the EU. Consequently, the Ukrainian producers' association is asking that antidumping investigations initiated by the EU, based on such allegations, should be cancelled. According to the association's statement, as a result of the European Commission (EC) audit of the Ukrainian ferroalloys producers, proofs of the falsity of the above-mentioned allegations have been provided. In addition, the concerned Ukrainian parties presented evidence to the EC that the decrease in the 2004 ferroalloy prices should not be considered as a fact determining the material damage to the EU industry. Moreover, the association believes that the imposition of the antidumping measures against the silico-manganese imports from Ukraine would not benefit the EU market, since the domestic EU producers are only able to satisfy one third of the market needs of this type of ferroalloy.
