Partial rescission of AD review on rebar imported from Turkey

On May 27, 2005, the US Department of Commerce (DOC) initiated antidumping administrative review for imports of certain steel concrete reinforcing bar from Turkey, upon the requests of Turkish producers Colakoglu, Diler, Habas, and ICDAS, and the requests of domestic steel producers Gerdau AmeriSteel Corporation and Nucor Corporation, covering 34 producers, including the producers referenced above. The review covered the period April 1, 2004, through March 31, 2005. On November 8, 2005, the Department published its final results for the April 1, 2003, through March 31, 2004, administrative review and found that ICDAS met the requirements of revocation. Due to ICDAS' revocation in that review, the DOC decided to publish a rescission notice for the April 1, 2004, through March 31, 2005, administrative review with respect to ICDAS since there is no statutory or regulatory basis to conduct an administrative review for a producer/exporter that has met the requirements of revocation. The preliminary results of the review initiated on May 27, 2005, are due no later than May 1, 2006.
