On September 4, a meeting chaired by Jiangsu Province governor Liang Baohua discussed the action to be taken on the issues of energy conservation and pollution reduction.

The meeting stressed that the targets set early this year regarding energy conservation and pollution reduction would have to be fully accomplished. The first step would be to effectively advance work on energy conservation and pollution reduction in the five major sectors of metallurgy, construction materials, chemicals, electric power and textiles, as well as in enterprises with an annual energy consumption of more than 5,000 mt of standard coal. The second step would be to step up the elimination of dated capacities in high energy consumption sectors such as the steel and cement-making industries. Overall, it has been decided to eliminate 1.41 million mt of iron-making capacity, 2.47 million mt of steel capacity, and four million mt of small-scale cement production capacity.

Meanwhile, the Jiangsu Province authorities will close 2,196 small-scale chemical enterprises which have serious pollution problems and which have been unable to comply with production safety norms. In addition, Jiangsu Province will also place strict controls on the approval of new projects likely to have high energy consumption and pollution levels.
