The US International Trade Commission (ITC) made its final injury determination Monday in the antidumping (AD) and countervailing duty (CVD) investigation of drill pipe and drill collars pipe form China.
The ITC made an affirmative injury determination, which means that the US Department of Commerce (DOC) will issue formal AD and CVD orders. The vote was 3-to-3, and the trade laws provide that a tie vote is deemed to be an affirmative vote.
The ITC's decision was based on the threat of material injury and not present material injury. Because the ITC's final determination is a threat determination, critical circumstances do not apply.
