Final results of AD review on stainless steel wire rod from India
On January 22, 2004, the Department of Commerce (DOC) initiated an antidumping duty administrative review on
stainless steel
wire rods imported from Indian producers Isıbars and Viraj. DOC did not include Chandan Steel as the producer requested for a new shipper review. However DOC denied this request as the certifications submitted by the company failed to meet requirements of DOC. Later on Chandan Steel requested for an administrative review, DOC included the producer in 2002-2003 administrative review. The period of review was December 1, 2002, through November 30, 2003.
DOC preliminarily determined that Chandan Steel and Isibars sold subject merchandise at less than normal value during the period review and that the Viraj Group made sales in the US at prices not below normal value. Moreover, DOC determined to revoke the order with respect to subject merchandise produced and exported by Viraj
Alloys Ltd and VSL Wires Ltd.
After analyzing the comments received, the DOC decided to make certain changes in the margin calculations. Therefore, the final results differ from the preliminary results.
Accordingly, the following weighted-average dumping margins exist for the period December 1, 2002, through November 30, 2003.
Manufacturer/Exporter Margin
Chandan Steel Ltd................................2.10%
Isibars Steel Ltd, Zenstar Impex, and
Shaktiman Steel Casting Pvt Ltd.................27.20%
The Viraj Group (Viraj Alloys Ltd and
VSL Wires Ltd)...................................0.00%
The previous dumping deposit rate for Viraj was 0.00 percent, while the rate for the other producers was 48.80 percent.
