Final results of AD review on HR flat products from Brazil

Upon the request of Brazilian producer Companhia Siderurgica Nacional (CSN), the US Department of Commerce (DOC), on April 28, 2004, initiated an administrative review of the antidumping duty order on certain hot-rolled flat-rolled carbon quality steel products imported from Brazil. The review covered the period March 1, 2003, through February 29, 2004. The DOC preliminarily determined that during the period of review, CSN did not make sales of subject merchandise at less than normal value (NV); however, since the subject merchandise was manufactured in the US by CSN LLC, an affiliated party, and sold in the US as a galvanized product outside the scope of the antidumping order, the DOC wanted to verify the further manufacturing costs and sales information reported by CSN LLC for the final results. After evaluating the comments received, the DOC made a correction to the window period for home market sales. The DOC also made a correction to further manufacturing costs in the US based upon verification findings. However, final results do not differ from the preliminary results. Accordingly, the following weighted-average dumping margin exists for the period March 1, 2003, through February 29, 2004:
