EU quota for 2005 Ukrainian exports under discussion

Discussions for the steel quota of Ukrainian exports into the EU during year 2005 are reportedly still ongoing between the authorities of European Commission and Ukrainian government. The intended tonnage for the 2005 quota is pronounced as 1 million metric tons for the moment. It is reported that in case the export duty on Ukrainian scrap is lifted, this tonnage might go up as high as 1.43 million tons, with an increase of 136% over the 2004 quota. Also the 2005 draft budget, proposing the non-repayment of VAT to scrap metal exporters seems to be standing as a concern, but this matter is expected to be solved by a wise decision to be made by Verkhovna Rada, the Parliament of Ukraine.
