The European Commission (EC) has announced that it has decided to impose a definitive antidumping (AD) duty on imports of steel ropes and cables originating in Ukraine following a partial interim review, requested by Ukrainian exporting producer Stalkanat-Silur. The request was limited in scope to the examination of dumping as far as the applicant was concerned. The review investigation covered the period from July 1, 2013 to September 30, 2014.
In its request, Stalkanat-Silur provided evidence that the changes to its current structure, based on the merger of the two unrelated exporting producers in Ukraine (only one of which was previously investigated individually), are of a lasting nature and claimed that its dumping margin is significantly lower than the current level of the measures. Therefore, the company claimed that the continued imposition of the measures at the existing level was no longer necessary to offset the effects of injurious dumping as previously established.
In light of the results of the review investigation, it has been considered appropriate to amend the antidumping duty applicable to imports of the product concerned from Ukraine by introducing a duty applicable to Stalkanat-Silur at the level of 10.5 percent. The antidumping duty rate was calculated at the level of 51.8 percent in the previous investigation, as announced on February 2012.
The products in question currently fall under Customs Tariff Statistics Position Numbers 7312.10.81, 7312.10.83, 7312.10.85, 7312.10.89 and 7312.10.98.
