Details of China's provisional export and import tariffs

In order to curb the exports of commodities of high energy consumption and high pollution, China's State Council approved the adjustment of interim tariffs on some imported and exported commodities on October 27, 2006. This tariff rate adjustment will be effective as of November 1, 2006. As regards exports, an interim tariff rate will be imposed on 110 items. The interim tariff rates of 44 varieties of mineral products are at 10 percent, the rates of four other kinds of energy products are at five percent, while those of ferroalloy, pig iron, and semi finished steel and some other steel products (total 30 kinds) are at 10 percent. The details of the provisional export and import tariff regulations for certain iron and steel products, as announced by the Chinese government last Friday, are as follows: The export tariffs for semi finished products with tariff codes 72071100, 72071200, 72071900, 72072000 and 72249090, have been increased from the previous 0 percent to 10 percent. The export tariff rate has also been increased from 0 percent to 10 percent for non-agglomerated iron ores and concentrates with tariff code numbers 26011110, 26011120 and 260111190, for agglomerated iron ores and concentrates with code 26011200, for roasted iron pyrites with code 26012000, manganese ores and concentrates with code 26020000, chromium ores and concentrates with code 26100000, molybdenum ores and concentrates with codes 26131000 and 26139000, and for slag from the manufacture of iron or steel with codes 26180010, 26180090 and 26190000. Meanwhile, coking coal with tariff code 27011210, and coke coded 27040010 have been increased from the previous 0 percent to 5 percent. The export tariff rate for ferromanganese coded 72021100 and 72021900, ferrosilicon coded 72022100 and 72022900, ferrosilicomanganese with code 72023000, ferrochrome coded 72024100 and 72024900, ferrochromesilicon coded 72025000, ferronickel coded 72026000, ferromolybdenum with code 72027000, ferrotungsten with code 72028010, silicon ferrotungsten with code 72028020, direct reduced iron ore and sponge iron with codes 72031000 and 72039000, pig iron with codes 72051000 and 72052900, and powders of alloy steel with code 72052100, ingots coded 72061000, and iron and non-alloy steel coded 72069000, have also been increased from the previous 0 percent to 10 percent. With regards to imports, the import tariff for anthracite with tariff code 27011100, along with coking coal coded 27011290, have been decreased to 1 percent from the previous 3 percent. Meanwhile, some other coal, gas and lignite products with tariff codes 27011900, 27012000, 27021000, 27022000, and 27030000, decreased to 1 percent from the previous 3 or 5 percent. Also, the import tariff for coke and semi-coke with tariff code 27040010 has been decreased from the previous 5 percent to 0 percent.
