Circumvention investigation of AD duties on seamless pipes and tubes
As a result of the allegation the Commission received on June 2, 2003 that the anti-dumping measures imposed on imports of certain seamless pipes and tubes of iron or non-alloy steel originating in
Russia and
Ukraine are being circumvented, the Commission initiated an investigation.
The complaint is filed by the Defence Committee of the Seamless Steel Tube Industry of the EU representing over 50% of the community producers. The argument brought forth states that the measures are circumvented by adding small quantities of other substances to the products classifiable under the scope. These products, now under investigation, are claimed to be dumped under the normal values previously established for certain seamless pipes and tubes or iron and non-alloy steel originating from the above mentioned two countries.
The previously imposed definitive anti-dumping duties in force are 38.5% for
Ukraine and 26.8% for
Russia.
These serve as satisfactory evidence for the Commission to initiate an investigation of the matter. The Commission will now start collecting information from related parties within 40 days.
