The US International Trade Commission (USITC) has made affirmative threat determinations in the antidumping investigations of light-walled rectangular pipe and tube from China, Korea, Mexico and Turkey.
As a result of the Commission's affirmative determinations, the US DOC will continue to conduct its investigations of imports of light-walled rectangular pipe and tube from these countries, with its preliminary countervailing duty determination due on or about September 20, 2007, and its preliminary antidumping determinations due on or about December 4, 2007.
Copies of the USITC's public report on the determination will contain the views of the Commission and information developed during the investigations. The report will be available on and after September 10, 2007.
The petition, filed by domestic tube and pipe manufacturers June 27,2007, covers ERW ASTM A500 square and rectangular tubing and ERW ASTM A513 square and rectangular tubing from China, Korea, Mexico and Turkey. The size range for square items is from 3/8" x 3/8" up to 4" x 4", and the size range for rectangular items is from 3/8" x 5/8" up to 6" x 2". Wall thicknesses for the products included in the petition are less than 4 mm (0.156").
The alleged dumping margins are as follows: China, from 42.83 percent to 51.15 percent; Korea, from 16.23 to 29.58 percent; Mexico, at 14.04 percent; and Turkey, from 32.75 to 33.21 percent.
