US DOC publishes final results of AD review on CTL plate from Italy

On March 23, 2005, the US Department of Commerce (DOC) initiated an antidumping administrative review on certain cut-to-length carbon-quality steel plate products imported from Italy, covering the period February 1, 2004, through January 31, 2005. The review covered five producers/exporters of subject merchandise. Based on the analysis of the record evidence, the DOC preliminarily found that the application of the adverse facts available is warranted with respect to Palini and Bertolini S.p.A (Palini). Moreover, the DOC preliminarily determined to rescind the review with respect to Trametal S.p.A (Trametal) since there was no entry against which to collect duties. The DOC also preliminarily decided to rescind the review for Ilva S.p.A (Ilva), Metalcam S.p.A (Metalcam) and Riva Fire S.p.A (Riva Fire) since they had no shipments to the US during the period of review. The preliminary weighted-average dumping margin existing for the period February 1, 2004, through January 31, 2005 was determined as 30.75 percent for Palini. Based on the comments received, the DOC decided to make changes in the preliminary results and determined a dumping margin of 10.31 percent for Palini.
