US DOC issues results of administrative review on Chinese plate

The US Department of Commerce (DOC) announced Tuesday the final results of its administrative review of the antidumping (AD) order on cut-to-length carbon steel plate from China
 
The review covered three Chinese producers/ exporters - Hunan Valin Xiangtan Iron & Steel Co., Ltd. (Hunan Valin); Shanghai Pudong Iron and Steel Co. (Shanghai Pudong); and Bao/Baoshan Iron and Steel Corp., Baoshan International Trade Corp., and Bao Steel Metals Trading Corp. (collectively Baosteel) - during the period from November 1, 2011 through October 31, 2012.
 
The DOC determined that Hunan Valin did not have any reviewable transactions during the period of review.  Hunan Valin's dumping duty deposit rate remains zero (0.00 percent).
 
The DOC also determined that Shanghai Pudong and Baosteel did not establish their eligibility for separate rate status, which means that these companies are now assigned the China-wide dumping margin of 128.59 percent.  Previously, Shanghai Pudong had a dumping duty rate of 38.16 percent, and Baosteel (a.k.a. Baoshan) had a dumping duty rate of 30.51 percent.  
 
Accordingly, effective today, December 17, 2013, Hunan Valin's dumping duty deposit rate remains zero (0.00 percent), and the dumping duty deposit rate becomes 128.59 percent for Shanghai Pudong and Baosteel.
