The US Department of Commerce (DOC) has announced the preliminary result of its administrative review of the antidumping (AD) order against carbon hot rolled steel from India. The review originally covered four producers/exporters -- Essar Steel Ltd; Ispat Industries Limited; JSW Steel Limited; and Tata Steel Limited -- for the period of December 1, 2006 through November 30, 2007.
The DOC has calculated a weighted-average preliminary dumping margin of 2.10 percent for Essar. This compares to Essar's current dumping duty deposit rate of 5.22 percent. The current rate will remain in effect until the DOC publishes its final completed review in the Federal Register. The DOC plans to complete this review by April 2009.
The DOC previously rescinded the reviews of the other companies originally covered by the review because they had no shipments of the subject merchandise to the US during the period of review. Each of these companies has a current dumping duty deposit rate of 0 percent, which will remain unchanged.
There is also a countervailing duty (CVD) order against hot rolled steel from India. The current CVD deposit rates are 17.50 percent for Essar, 15.27 percent for Ispat, 484.41 percent for JSW, and 27.22 percent for Tata.
