On December 27, 2004, the US Department of Commerce (DOC) initiated an antidumping duty administrative review on certain hot rolled carbon steel flat products imported from Romanian producers Mittal Steel Galati (MS Galati) and Metalexport Import SA (MEI). The period of review was November 1, 2003, through October 31, 2004. The DOC preliminarily determined that sales of subject merchandise by Mittal Steel Galati were below normal value, while MEI did not export subject merchandise to the US during the period of review. The DOC preliminarily determined to rescind the review with respect to MEI. The preliminary margin determined for MS Galati was 0.94 percent. Upon the comments received, the DOC made changes in the margin calculation. Accordingly, the final results differ from the preliminary results. The final dumping margin existing for the period November 1, 2003, through October 31, 2004 is as follows:

Producer/Exporter Margin

Mittal Steel Galati........................1.59 percent
The previous dumping deposit rates were 18.04 percent and 0.00 percent for MEI and MS Galati, respectively.
