US DOC: Final results of AD review on HR flat products from India

On January 31, 2005, the US Department of Commerce (DOC) initiated an antidumping duty administrative review on certain hot rolled carbon steel flat products imported from India. The period of review was December 1, 2003, through November 30, 2004. The review covered one producer/exporter of subject merchandise. The DOC preliminarily determined that no dumping margin existed for Essar Steel during the period of review. Accordingly, the preliminary duty margin for Essar was 0.00 percent. Upon the comments received, the DOC decided to make changes in the preliminary results. Despite the change in margin calculation, the calculated dumping margin for the final results does not differ from the dumping margin determined in the preliminary results. Accordingly, the final dumping margin for Essar is 0.00 percent (de minimis).
