Li Li, an official at China's Ministry of Industry and Information Technology (MIIT), has stated at a meeting held in Changsha in Hunan Province on the issue of steel scrap that China’s scrap utilization rate is still at low levels, and that, as a result, there exists tremendous room for the development of the scrap sector in China.

The MIIT official stated that industry management, the cultivation of leading enterprises, the promotion of larger enterprises through the formation of industrial enterprise groups and the creation of a positive environment for the overall scrap sector would be among the key areas on which development of China's scrap sector would be focused in the future.
