Final results of AD review on certain flat products from Korea
On September 30, 2003, the US Department of Commerce (DOC), upon the request of International Steel Group (ISG), initiated an administrative review of the antidumping duties on certain corrosion resistant carbon steel flat products imported from Korea. The review covers four manufacturers/exporters of the subject merchandise: Union Steel Manufacturing (Union), Pohang Iron & Steel Industries (POSCO), Dongbu Steel Corporation (Dongbu) and Dongshin Special Steel Co (Dongshin). In response to a request from Hyundai Hysco (HYSCO), the DOC, on October 3, 2003, initiated a new-shipper review on imports of the subject product from HYSCO. The period of review for both the antidumping duties and new-shipper review was August 1, 2002, through July 31, 2003. As a result, the DOC determined that during the period of review, POSCO sold subject merchandise at less than normal value (NV), while Union, Dongbu and HYSCO did not make sales of the subject merchandise at less than NV (i.e they have “zero” or de minimis dumping margins).
