EU quota utilization levels of Russia, Ukraine and Kazakhstan

In 2006, Russia utilized 87.5 percent of the revised steel quota allocated to it by the European Union (EU), while Ukraine utilized 89 percent of its revised EU quota and Kazakhstan utilized 71 percent of its allocation. According to the latest statistics, Russia exported a total of 2,124,500 tons of steel products to the EU in 2006. The revised quota now allocated to Russia is 2,428,000 tons for 2006. Specifically, Russia used 96.5 percent of its hot rolled coil quota (960,320 of 995,000 allotted tons), 97 percent of its plate quota (194,000 of 201,000 allotted tons), 53.3 percent of its alloy sheet quota (55,000 of 103,000 allotted tons), 57 percent of its beam quota (29,000 of 50,000 allotted tons), and 79 percent of its wire rod quota (155,000 of 195,000 allotted tons). With regard to Ukraine, it exported a total of 1,056,700 tons of steel products to the EU in 2006, filling 95 percent of its revised quota of 1,118,000 tons. When the figures are broken down, we see that Ukraine filled 96 percent of its coil quota (190,700 of 199,000 allotted tons), 94 percent of its heavy plate quota (341,000 of 364,000 allotted tons), 91 percent of its wire rod quota (126,000 of 138,600 allotted tons), and 98 percent of its beam quota (34,000 of 34,600 allotted tons). Finally, Kazakhstan exported a total of 151,800 tons of steel products to the EU in 2006, filling 74 percent of its total quota of 205,000 tons. Specifically, Kazakhstan filled 95 percent of its hot rolled coil quota (82,400 of 87,000 allotted tons) and 59 percent of its other flat rolled quota (69,400 of 118,000 allotted tons). *All numbers are given in round figures.
