DOC to continue AD, CVD duties on SS plate from five countries
On April 1, 2004, both the US Department of Commerce (DOC) and the US International Trade Commission (ITC) initiated sunset reviews of antidumping duty orders certain stainless steel plate in coils imported from Belgium, Italy, South Korea, South Africa, and Taiwan. The reviews also covered countervailing duty orders on the same product imported from Belgium, Italy, and South Africa. As a result of these reviews, the DOC found that revocation of the existing duties would likely lead to continuation or recurrence of dumping or countervailable subsidies. Likewise, on July 5, 2005, the ITC decided that revocation of the subject duties would likely lead to continuation or recurrence of material injury to the US market. As a result of the determinations by the DOC and the ITC, the existing antidumping and countervailing duties on certain stainless steel plate in coils from the five countries will remain in effect. The reviews covered the same products imported from Canada; however the DOC determined to revoke the review with respect to imports from Canada. The dumping deposit rates for the subject countries are as follows:Country Producer Deposit rate Belgium CVD Order ALZ N.V...................1.78% All Others................2.00% AD Order U&A Belgium...............2.71% All Others................9.86% Italy CVD Order AST (Terni S.p.A).........1.62% All Others................1.62% AD Order ThyssenKrupp AST..........0.00% All Others...............39.69% South Korea AD Order POSCO.....................1.19% All Others................6.08% South Africa CVD Order Columbus Stainless........3.95% All Others................3.95% AD Order Columbus Stainless.......37.77% All Others...............37.77% Taiwan AD Order Ta Chen Stainless........10.20% Yieh United Steel.........8.02% All Others................7.39%
