DOC publishes final results of AD review on SS bar from two countries
On March 7, 2002, the US Department of Commerce (DOC) imposed an antidumping duty order on
stainless steel bars imported from
France and
Italy. Upon the request of several interested parties* the DOC, on April 28, 2004, initiated an administrative review of the antidumping duty order on
stainless steel bars imported from French producer UGITECH S.A, formerly known as Ugine-Savoie. Furthermore, on May 27, 2004, the DOC initiated an administrative review of the antidumping duty order on the same product imported from Italian producer UGITECH S.A, formerly known as Ugine Savoie-Imphy S.A. The reviews covered the period March 1, 2003, through February 29, 2004.
The DOC preliminarily determined that during the period of review, French producer UGITECH made sales below normal value (NV), whereas Italian producer UGITECH did not make any shipments of subject merchandise. Accordingly, the DOC decided to rescind the administrative review with respect to Italian UGITECH. Moreover, the DOC found that UGITECH S.A. is the successor-in-interest to Ugine Savoie Imphy S.A.
Based on the comments received, the DOC decided to make changes in the margin calculations for the French producer and to rescind the review with respect to Italian UGITECH S.A.
The weighted-average dumping margin for the French producer is 14.98 percent. Italian UGITECH will be assigned the same cash deposit rate as its predecessor company Ugine-Savoie Imphy S.A, i.e 33.00 percent.
