US DOC sets final AD duties on pipe from India, Oman, UAE and Vietnam

The US Department of Commerce (DOC) has announced its final determinations in the antidumping (AD) investigations of circular welded carbon-quality steel pipe from India, Oman, United Arab Emirates (UAE), and Vietnam. It has made affirmative final determinations with respect to all producers/exporters in all countries.

The DOC has determined the following final dumping margins:

(1)  India
(a)  Zenith Birla (India) Limited (previously known as Zenith Steel Pipes and Industries Ltd.):  48.43 percent

(2)  Oman
(a)  Al Jazeera Steel Products Co. SAOG: 5.81 percent
(b)  All others: 5.81 percent

(3)  United Arab Emirates
(a)  Abu Dhabi Metal Pipes & Profiles Industries Complex LLC: 11.71 percent
(b)  Universal Tube and Plastic Industries, Ltd.: 3.85 percent
(c)  All others: 3.85 percent

(4)  Vietnam
(a)  SeAH Steel VINA Corp.: 3.96 percent
(b)  Vietnam Haiphong Hongyuan Machinery Manufactory Co., Ltd.: 5.17 percent
(c)  Separate Rate Companies (Sun Steel Joint Stock Company; Huu Lien Asia Corporation; Hoa Phat Steel Pipe Co.): 4.57 percent 
(d)  Vietnam-wide rate: 27.96 percent

The US International Trade Commission is scheduled to make its final injury determination in the steel pipe cases involving India, Oman, the United Arab Emirates, and Vietnam on November 14, 2012.
