US DOC: Final results of AD review on CTL plate from China

Upon the request of Nucor Corporation, the US Department of Commerce (DOC), on December 22, 2005, initiated an administrative review of the antidumping duty order on cut-to-length (CTL) carbon steel plates from China for the period November 1, 2004 through October 31, 2005. In the preliminary results dated August 10, 2006, the DOC determined that application of adverse facts available was warranted with respect to the sole company participating in this administrative review, China Metallurgical Import & Export Liaoning Company (“Liaoning Company”). In addition, the DOC preliminarily decided to rescind the administrative review with respect to Angang New Steel Co. Ltd. and Angang Group Hong Kong Co. Limited (collectively “Angang”), as its request for review was properly and timely withdrawn. The DOC preliminarily determined that a weighted-average dumping margin of 128.59 existed for China-wide entity, including Liaoning, for the period November 1, 2004, through October 31, 2005. Based on the comments received, the DOC has decided not to make any changes to the preliminary results. Accordingly, the final results of this review do not differ from the preliminary results.
