47 cities in China, including Beijing, Shanghai, Tianjin and Chongqing (the four municipalities under the direct control of the central government) and 15 provincial capital cities, will adopt much stricter policies towards high-pollution projects in sectors including steel, cement, chemicals, non-ferrous metals and others, according to the 12th five-year plan (2011-15) for air pollution control in key regions of China which has been released by China’s Ministry of Environmental Protection, National Development and Reform Commission and Ministry of Finance.

Projects in the sectors in question in the 47 cities will not be approved, obtain construction and production licenses, or get financial support without environmental impact assessments.
