Possible amendment for current CVRD duties on ECSC products
Turkish Undersecretariat of Foreign Trade representatives, in contact with producer companies, reported that European Coal and Steel Community (ECSC) products are considered to be included in customs union.
According to recent reports, in case goods (pipes,
coated flats...) produced by third country origin ECSC inputs subject to local incentives practice are exported to EU, current countervailing duties collected under Common Customs Tariff (CCT) will be increased up to the effective duty level applied for the aformentioned inputs in the importer country.
The current 30% contervailing duty applied in
Turkey to third country origin cold rolled steel and 22.5% for hot rolled steel will be valid in case specified products are exported to EU.
European producers are subject to 2.1% duty for
CIS origin cold rolled steel and 1.8% for hot rolled steel. In case products produced by
CIS origin materials are exported to
Turkey, again Turkish countervailing duties will be applied whereas Turkish producers will be subject to Turkish countervailing duties for their exports to the EU, which will lower their competitiveness against their European rivals.
SteelOrbis is reported that Assan, Tezcan and Borcelik have notified their disapproving opinions about this situation to related institiutions.
