On November 9, China Iron and Steel Association (CISA) vice chairman Luo Bingsheng stated that he has already made a suggestion to the Ministry of Commerce as regards adjustment of the current steel export policy and encouragement of high value-added steel exports, though he did not disclose any detailed information.

According to some market insiders, the export rebate rate could be hiked for HDG, PPGI and some other products from five percent up to 11 percent or 13 percent.

However, others do not agree there will be a change; they think that the Ministry of Commerce is unlikely to accept the CISA's suggestion at a time when the Chinese government is trying to explore domestic demand and concentrate on changing the pattern of economic growth.
