On November 3, China's National Development and Reform Commission issued its second batch of coal export quotas for 2008 which amount to 15 million mt, thus giving a combined export quota of less than 48 million mt for the whole of the current year and representing a sharp decrease compared with the actual export volume in 2007. According to the latest allocation list, Shenhua Energy Co. Ltd and China National Coal Group Corporation have been assigned coke export quotas of more than 6 million mt each, 1.6 million mt has been allocated to Shanxi Coal Import and Export Group, and the rest to China Minmentals Corporation.

The total coal export quota for 2008 does not exceed 48 million mt, marking a decrease of nearly 10 percent compared with actual exports in 2007 of 53 million mt. According to the latest statistics, China's coal exports in the first three quarters this year amounted to 35.72 million mt, down 6.1 percent year on year.
