On November 29, China's National Development and Reform Commission (NDRC) issued new policy decisions for the coal industry, specifying that approval procedures are to be halted for all new coal mine projects with annual capacities of below 300,000 mt during the period of the Eleventh Five-Year Plan.

According to the new policy announcement, in order to improve coal supply dependability, China is also to construct 13 large-scale coal production bases, to be located in Shendong, Jinbei, Jinzhong, Jindong, Shanbei, Huanglong, Luxi, Lianghuai, Henan, Yungui, Mengdong, and Ningdong.
