Canadian finding on hot rolled steel sheet imports expiry date approaches
Canadian International Trade Tribunal (CITT) announced that the findings dated July 2, 1999 concerning flat hot rolled carbon and alloy steel sheet and strip from
France,
Romania,
Russia and the Slovak Republic are due to expire on July 2, 2004.
Under SIMA findings of injury or threat of injury and the associated special protection in the form of anti-dumping or countervailing duties expire five years from the date of the last order or finding unless an expiry review has been initiated before that date.
An expiry review will not be initiated unless the Tribunal decides that there is sufficient information that it is warranted. Therefore, the CITT is inviting persons or governments requesting or opposing the initiation of an expiry review of the above referenced finding latest by August 29, 2003.
Submissions are requested to refer to all relevant factors such as the likelihood of continued or resumed dumping of the goods; the likely volume and price ranges of dumped imports if dumping were to continue or resume; the domestic industry's recent performance, including trends in
production, sales, market share and profits; the likelihood of injury to the domestic industry if the finding were allowed to expire, having regard to the anticipated effects of a continuation or resumption of dumped imports on the industry's future performance; changes in circumstances, domestically or internationally, including changes in the supply of or demand for the goods, and changes in trends in, and sources of, imports into
Canada.
September 24, 2003 will be the date when the CITT will issue a decision on whether the expiry review is to be held, based on the submissions in parallel with the above points. In case no expiry review is initiated the finding will expire on July 2, 2004.
