The world's second largest steelmaker Arcelor disclosed that it could pay shareholders a promised Euro 5 billion ($6.1 billion) dividend before the end of an offer period from Mittal Steel. The board originally planned to make the payment in the event Mittal's bid fails or after its April 28 shareholder meeting, Arcelor said. Arcelor indicated that the payment may take the form a special dividend or a stock buyback.
