The demand for Chinese billet offers at $610-620/mt FOB China is rebounding in Vietnam due to the rumors that the export tariffs for semi-finished steel will be hiked sharply as of January 1, 2008. Besides, with the recovery in the Middle East market, ex-CIS offers increased to $520/mt FOB Black Sea and lost their price advantage against Chinese products in Southeast Asia.
