US ITC puts the final nail on the coffin for standard pipes from China

On June 20, 2008, the US International Trade Commission (ITC) made an affirmative final injury determination in the antidumping and countervailing duty investigations of standard pipe from China.

The injury vote was unanimous (five to zero) by Chairman Shara L. Aranoff, Vice Chairman Daniel R. Pearson, Commissioners Deanna Tanner Okun, Charlotte R. Lane, and Irving A. Williamson. Commissioner Dean A. Pinkert did not take part in the investigations.

The unanimous negative determination with respect to "critical circumstances" that the ITC made will result in no retroactive assessment of AD or CVD duties. The US Department of Commerce (DOC) will release the AD and CVD orders within the next week to ten days.

As a result of the affirmative negative determinations, assessment of CVD duties will be accepted only for imports made on or after November 13, 2007 and assessment of AD duties will be accepted only for imports made on or after January 15, 2008.
