On April 8, the US Department of Commerce (DOC) announced the rescission of the new shipper review of the antidumping (AD) duty order on cut-to-length (CTL) carbon steel plate from China.
In response to a request from China's Hunan Valin Xiangtan Iron and Steel Co. Ltd (Valin Xiangtan), on January 17, 2008 the DOC initiated a new shipper review of the AD duty order on certain cut-to-length (CTL) carbon steel plate from China covering the period November 1, 2006, through October 31, 2007.
Furthermore, on December 24, 2008 the DOC initiated an administrative review of the AD duty order on CTL plate with respect to Valin Xiangtan for the period November 1, 2007, through October 31, 2008.
In the new shipper review case in question, the DOC has found that the entry made by Valin Xiangtan covered by the new shipper review is also covered by the period of review of the administrative review that the DOC initiated on December 24, 2008.
Since the DOC has conducted both an administrative review and a new shipper review that covers the same merchandise, after consultation with Valin Xiangtan the DOC has determined to rescind the new shipper review for Valin Xiangtan. Therefore, the DOC will review Valin Xiangtan's sales covered by the new shipper review during the course of the administrative review.
