US DOC postpones preliminary determination of CVD investigation on OCTG from China

On June 15, the US Department of Commerce (DOC) announced the postponement of the preliminary determination of the countervailing duty (CVD) investigation on oil country tubular goods (OCTG) from China.

On May 5, 2009, the DOC initiated the CVD investigation of certain OCTG from China. The preliminary determination for this investigation was originally due no later than July 2, 2009.

However, the DOC has found that the instant case is extraordinarily complicated by reason of the number and complexity of the alleged countervailable subsidy practices, the need to determine the extent to which particular countervailable subsidies are used by the individual manufacturers, producers, and exporters, and the number of the firms whose activities must be investigated.

Accordingly, the DOC has fully extended the due date for the preliminary determination to no later than 130 days after the day on which the investigation was initiated. Since September 5, 2009, falls on a Saturday, the deadline for completion of the preliminary determination is now no later than September 8, 2009.
