US DOC makes negative preliminary determination regarding critical circumstances in Chinese OCTG case

In regards to the antidumping (AD) and countervailing duty (CVD) investigations of oil country tubular goods (OCTG) imports from China, the US Department of Commerce (DOC) has made a negative preliminary determination with respect to the Petitioners' allegation of critical circumstances, SteelOrbis has learned. The DOC will publish these decisions Tuesday, September 15.

Accordingly, the DOC will instruct US Customs to suspend liquidation of entries of OCTG from China, effective September 15, 2009.

As reported by SteelOrbis last week, the US DOC has made a preliminary affirmative determination in its CVD investigation of OCTG from China. The DOC is scheduled to make its final subsidy determination by November 23, but that date may be extended. The DOC is also scheduled to make its preliminary determination in the companion AD investigation by November 4.
